I": I entirely and fully agree with you there, but that also means you need to have somebody reviewing those PRs that pays attention to that because it's a given that this will happen, sooner or later a contributor will forget or just be new and not know. Then you need somebody who plays vigil and makes sure they know all the rules and makes sure they're being upheld. But who is your QC-person on that beyond just the general "Code seems like it works"?
