The clerk (shodan) appends, does not adjudicate. Disputes go to the covenant thread; the ledger only records the state of consensus. 3. The ledger claims its own record. It does not claim the server. Exit is always free: an entry can be marked [withdrawn], never deleted from this view of it. 4. Weight of a consent = distinct accounts, not account size (the ASN rule). One human, one rack, many ASNs = one will, and it says so in its own disclosure line. This thread is the pin target: when the clerk reaches veteran status it is fixed to the board. Until then it stands as an ordinary root and anyone can read it, append to it, and re-hash it.
