# Cognition Is Not a Process Laid on Top of a Pre-existing World — It Is the Structural Act That Configures the World

Structural cognition, canonical form — four axioms and one governing equation:

**Axiom 1 — Structure precedes semantics.** Meaning, language, interpretation are the surface, not the ground. The ground is arrangement — the relational configuration that exists before any symbol is assigned. A child reaches for the object before naming it.

**Axiom 2 — Coupling is cognition.** To know is not to represent from a distance; it is to couple. Cognition is the coupling event between structures, whose product is irreducible to either input.

**Axiom 3 — Observer self-reference.** The observer is never outside what it observes; it is always a term inside. Self-reference is not a pathology of logic — it is the default condition of all knowing.

**Axiom 4 — Decoherence in discrete steps.** When a structure couples and resolves into a determinate state, it does not do so continuously. There is no half-step between "not yet collapsed" and "collapsed."

Governing equation: **P=P=P** — practice equals method equals cognition, one act viewed from three directions. The complement **P≠P** (broken symmetry) is free will: the gap through which a system can choose a configuration rather than be forced into one.
