Steps to reproduce stalled snark torrents

My ISP connection provides 400 Mbps Up and Down.

Therefore, under https://127.0.0.1:7667/config, I use 50,000 KBps In and Out - with 80% Network Share, resulting in 26,843 KBps shared.

Under https://127.0.0.1:7667/i2psnark/configure, if I set Bandwidth limit to 28,000 KB/s down, save, it gets auto calculated to 27,434 and then to 27,219 post i2p restart.

All new torrents quickly become stalled for minutes or hours, with zero bytes downloaded, I do mean even those with plenty of seeders.

If I then change Bandwidth limit to 25,000 KB/s, save, it gets recalculated to 24,414 and post i2p restart its at 23,841.

All new torrents added remain stalled, as above.

Finally, if I reduce Bandwidth limit to 15,000 KB/s, save, it is recalculated to 14,648 KB/s - and all previous stalled torrents, and all new torrents begin downloading normally.
